Actually the algorithm is originally from the UK health protection agency, I was checking the site a few days ago, just in case:-)! There’s some more information on haemorrhagic fevers there at http://www.hpa.org.uk/Topics/InfectiousDiseases/InfectionsAZ/ViralHaemorrhagicFever/GeneralInformation/. (The risk assessment chart above is under “guidelines”)
An important finding from this most recent outbreak of Ebola is that there are a significant number of cases that do not develop haemorrhagic features (yet may still cause multi-organ failure and death). The above algorithm probably downplays the risk of Ebola in patients without haemorrhage in light of the current outbreak.
